Kuvira has been redeemed, but I’m not sure about Zaheer. Korra did trust him, yes, but she hasn’t necessarily FORGIVEN him. However, Kuvira, on the other hand: everyone now trusts her at the end of the Ruins of the Empire, and Suyin pretty much just forgives her off the bat.
