How does Levi turn Erwin and Armin into Titans?

Levi will command everyone who is alive to hide away far enough for them not to be seen by a titan. Then he will inject half to Erwin/Armin so he can transform into a titan. But before Erwin/Armin transforms, Levi needs to get out of there before Erwin/Armin in titan form sees them.

Erwin will definitely keep trying to eat Annie and if he cant eat Annie, at least he can still survive until the Survey Cops caught another titan shifter and let Erwin eat it. Case solved 🙂
