Can a non US citizen work as an airline pilot in the US?
If you are a Foreign born, non US citizen you can Learn to Fly and become a Private Pilot. You will need TSA approval for a Private Pilot license, Sport Pilot License, Instrument Rating, or Multi-engine Rating.
Can you work in other countries as a pilot?
Yes BUT they are largely hiring experienced pilots. They have pretty much no shortage of low-time FOs.

Can a foreign pilot license be converted to a US license?
The FAA has a very similar policy for foreign-to-US license conversion, covered in 14 CFR §61.75. As in the Philippines, the FAA does not require a skills test for private pilot privileges, but a written knowledge test is required for conversion of an instrument rating.
Do all countries have the right to fly in their own country?

Do airline crew members need visas to enter other countries?
Some countries allow airline crews and ships’ crews without visas to enter temporarily and for a very brief stay (e.g., for crew rest or layover between flights), if the carrier has them listed on a crew manifest. Charter, business and private pilots and cabin staff almost always have to get visas to enter a country.
Do other countries recognize your ICAO license?
Most other ICAO states recognize each other’s licenses in a similar manner. In all cases you have to present your license and proof of experience, and in some cases pass a written test and/or checkride. I haven’t look up the exact regulations for, say, EASA (Europe) or CAAC (China) but I’m sure they aren’t far off from the examples above.
