One would have to qualify in the IMU-CET test (a common entrance exam) for being eligible to be offered admission to Indian Maritime University, Visakhapatnam Campus. For the IITs, one would have to secure a decent rank in the IIT-JEE (Advanced) examination. There are other private universities that offer this course.
