While engineering courses are in varieties for example Mechanical Engineering, Software Engineering, Chemical Engineering etc. so it requires only 4 years after 12th to become an Engineer. Basically CA requires longer duration and tougher competition but the pay scale of a CA is always better than an Engineer.
