Even if he did, Arno wouldn’t be able to defeat him, there’s a reason why Shay’s called a Assassin Hunter. Another reason why Arno probably didn’t hunt Shay is probably because there was no evidence that Shay was the killer. While we see Shay murder Charles at the end of Rogue Arno and the Assassins did not.
