Is there anything in the universe not in motion?
Everything in the Universe is in motion because forces exist in the Universe. If there were no forces, there would be no motion. The question of why there are forces in the Universe is currently unanswerable by science.
Is matter constant in the universe?
According to the law of conservation of matter the total amount of matter in the universe is constant. It can neither be created or destroyed.

Why can’t we keep completely still?
Two reasons, depending how literally you mean “perfectly still”. One reason is that your smooth/cardiac muscle is doing its own thing. You cannot consciously stop your stomach from digesting or your heart from beating, and these cause tiny vibrations in your body. The second is that nothing can be perfectly still.
